2010 DBE Spend Performance
In 2010, total procurement with women, minority and service-disabled veteran-owned businesses exceeded $1.1 billion, an increase of more than $372 million over the previous year. Expenditures with qualified diverse business enterprises (DBEs) grew to 27.1%, up from 23.6% in 2010 and exceeding the California Public Utilities Commission’s (CPUC) goal of 21.5%.
Other achievements in 2010 include:
- Increased spending with diverse businesses, up 51.5% from 2009.
- More than 600 participants in SCE programs in 2010
- Increased spending with DBE subcontractors, up 46.3% from 2009.
- A 138.1% and 247.2% increase in spending with African American- and service-disabled veteran-owned firms, respectively.
- Improved tracking, reporting and analysis of DBE Subcontracting spending.
As we look to 2011 and beyond, enhancing supplier diversity is a key corporate goal, and we have set a target of 27.5% of procurement spending with diverse suppliers.
DBE Subcontracting (Tier 2) Program
SCE encourages our prime suppliers (DBE and non-DBE) to follow our lead and adopt their own formal initiatives towards diversity and inclusion. We also encourage them to partner with diverse businesses through subcontracting arrangements and participate in SCE’s Diverse Business Enterprise (DBE) Subcontracting (Tier 2) Program. In 2010, our prime suppliers reported $260.2 million in DBE subcontracting spend.
